Men d\u00e5 er det ikkje teke omsyn til at kommunen ogs\u00e5 har eit l\u00e5gare berekna utgiftsbehov. Det er rekna til 1,8 prosent l\u00e5gare enn \u00abgjennomsnittskommunen\u00bb, og reduserer kommunen sitt \u00abmindreforbruk\u00bb til 33,6 mill. kr. Her har det vore ei positiv utvikling ved at kommunen dei siste tre \u00e5ra har hatt godt tilpassa utgiftsniv\u00e5. I 2012 hadde kommunen eit \u00aboverforbruk\u00bb p\u00e5 31 mill. kr n\u00e5r ein tok omsyn til b\u00e5de utgiftsbehov og inntektsniv\u00e5. I 2013 var dette redusert til n\u00e6r 12 mill. kr, medan det dei tre siste \u00e5ra alts\u00e5 har vore tiln\u00e6rma balanse mellom utgifter og inntekter.<\/p>\n<p>Det m\u00e5 likevel understrekast at dette byggjer p\u00e5 gjennomsnittsbetraktningar. Det tek ikkje h\u00f8gde for at Stord, som alle andre kommunar, p\u00e5 mange omr\u00e5de vil avvika fr\u00e5 \u00abnormalkommunen\u00bb. Berekningane tek ikkje h\u00f8gde for Stord sine meirkostnader knytt til regionsenterfunksjonar.
